Controlled F.O.R.C.E. was created by a team of professional instructors
dedicated to the concept of providing a complete and effective defensive
tactics program. The members of the development team, who each had over
10 years of teaching experience, were determined to develop a program
that was easy to learn and use, maintained a high level of retention,
and was adaptable to what an officer already knew.
To understand the specific training needs and requirements of law
enforcement, the Controlled F.O.R.C.E. development team sought input
from public and private law enforcement officials, attorneys, federal
agents, use of force experts, and medical practitioners.
After years of research, the Controlled F.O.R.C.E. development team
identified a strong demand among law enforcement professionals for an
effective, efficient, and comprehensive defensive tactics training
program. What the development team found was that, although there were
numerous training programs already in use, most lacked qualified
instructors or were simply outdated.
Furthermore, feedback from the law enforcement community indicated that
defensive tactics training was a vital yet often neglected aspect of
training. The development team found that while police officers devoted
substantial time and effort in the training and qualification in the use
of firearms, relatively little time was devoted to defensive tactics.
Contrary to these trends, statistics prove that most police
confrontations involve physical restraint without the use of firearms.
The personal safety of police officers becomes unnecessarily jeopardized
when they are provided with inadequate or improper training in defensive
tactics. More importantly, an untrained police officer threatened with a
physical confrontation is three times more likely to resort to the use
of deadly force to control the situation. What results is an increased
potential for civil and criminal liability for the officer, agency, and
municipality.

Throughout the research and development of The Controlled F.O.R.C.E.
Training System, it became apparent that the major deficiency in most
defense tactics training programs was that the student failed to retain
what he or she learned. Low retention rates often led to expensive and
time-consuming retraining efforts.
In response to this situation, the Controlled F.O.R.C.E. development
team designed a program that incorporates a system of instructions that
officers already know and understand from prior training. The team’s
intentions were not to re-write lesson plans, but rather to adapt to
those that were in current use. To do this, the Controlled F.O.R.C.E.
team developed a building block system of five controlled holds known as
Mechanical Advantage Control Holds™. This series of holds and body
positioning techniques provide officers with a highly retainable set of
skills to aid in their continued development in defense tactics
training.
The Mechanical Advantage Control Holds™ help officers to quickly grasp
the principles and techniques involved in the control of body momentum
and leverage with increased emphasis on officer and offender safety.
Rather than placing reliance on any one technique, Controlled F.O.R.C.E.
gives the officer a flexible range of options to control a situation.
The system teaches officers how to control an offender through the use
of body momentum and leverage (without relying on size or strength),
while at the same time placing the offender in a restraint position
without risk of excessive pain or injury to either party.
Law enforcement administrations are always subject to budget cuts, and
often the first item to go is the training program. However, reducing or
eliminating a department’s susceptibility to liability lawsuits and
worker compensation is a more cost-effective long-term strategy. Law
enforcement must consider ways to improve officer training rather than
